Xi Jinping's first visit to the White House in eleven years began with the full apparatus: 479 service personnel on the South Lawn, a military review in the Rose Garden, and a state dinner whose guest list read like a seating plan for the AI industry. Between the ceremony and the dinner, the two presidents spent about 90 minutes in the Oval Office. The White House had not released a readout by the end of the day, and Mr Trump, asked afterwards about Taiwan, artificial intelligence and the jailed Hong Kong publisher Jimmy Lai, declined to answer and showed his guest the new helipad instead. One thing, and it was agreed the day before Xi arrived. After an unscheduled second meeting in four days with Vice Premier He Lifeng, Treasury Secretary Scott Bessent said the two sides would extend what he calls the Busan Agreement, the truce that ended last year's trade war, from its 10 November expiry to 10 January 2027. The truce keeps American tariffs at their reduced level, suspends Beijing's controls on rare earths and critical minerals, and carries China's commitment to buy 25 million tons of American soybeans, a target Bessent says it has met. "We met today to see if we could do a bigger deal as opposed to just a series of smaller things," he said on Fox News. He also conceded that "there are some deliverables that have not been perfect on the Chinese side": rare-earth shipments are lagging, and so is a pledge to buy $17bn of other agricultural goods.45

Trade Representative Jamieson Greer added a second, smaller item: a US-China "Board of Trade" to agree a limited list of goods, likely low-tech consumer products and farm goods, that would be protected from future trade disputes. Bessent had floated tariff cuts on about $30bn of non-critical goods and further Chinese purchases as possible summit announcements. By the end of Thursday none had been announced.14

Announced by one side

The visible deliverables were Chinese. In the Rose Garden Xi announced that two pandas, Ping Ping and Fu Shuang, would go to Zoo Atlanta as "envoys of friendship". He said China would invite 100,000 young Americans for study and exchange visits over five years, and proposed more direct flights between the two countries. On artificial intelligence he said both nations had "the capability and responsibility" to keep it "always under human control", and that their competition "should be a healthy one and should be kept within bounds", a race "of catching up with one another, not a wrestle in which one either wins or loses".132

The American announcement was a proposal rather than an agreement. Bessent said the US had put to China a notification system, which he described as a hotline, for AI safety incidents that affect national security, following up the AI dialogue the two sides agreed to set up in New York on 20 September. China's formal answer is not known. On AI rules more broadly, Mr Trump's stated preference is to "leave it exactly where it is".469

For the substance of the private meeting, the only account so far is Beijing's. Xinhua reported that Xi urged Mr Trump to "prudently handle the Taiwan issue" and to "adhere to the correct position of opposing Taiwan independence"; Beijing wants a permanent end to American arms sales to the island. On Iran, Xinhua said Xi hoped Washington and Tehran would resume negotiations on the basis of a 14-point memorandum agreed earlier. China also wants the export restrictions on advanced chips loosened, though Mr Trump has already allowed Nvidia to sell some chips to approved Chinese customers. On none of these did the American side say anything on the record.276

The dinner said as much as the communiqué that did not appear. At the tables were Jensen Huang of Nvidia, Sam Altman of OpenAI, Mark Zuckerberg, Tim Cook, Sundar Pichai, Jeff Bezos, Elon Musk and Michael Dell, along with Jamie Dimon, Larry Fink and Stephen Schwarzman, three Supreme Court justices and the Speaker of the House. Mr Trump toasted with a Schramsberg sparkling wine, the same house Nixon used to toast Zhou Enlai in 1972, gave Xi a bald eagle sculpture, and offered guests a tour of the ballroom construction site. Xi replied that the two sides had "reached common understanding on many issues" and must "act as responsible major countries". Which issues, he did not say.19

Two footnotes. The television networks' pool did not film the morning, because the four remaining pool networks are still refusing to cover the President while CNN, MS NOW and Politico are barred from the White House, a ban a federal judge suspended on Thursday morning, so the arrival ceremony reached most Americans through the White House's own cameras. And the people writing the cheques on both sides of the AI divide, as we reported this week, were in the same room as the two men who decide whether that divide hardens.11121

What happens next

Friday brings tea at the White House, a visit to the National Archives and departure. Bessent has said the Chinese delegation may announce agricultural and financial-services agreements "in coming days", so the ledger above may lengthen before Xi's plane leaves. Beyond that, the two will meet again at APEC in Shenzhen in November and at the G20 at Trump National Doral in December, and the truce runs out on 10 January. The Council on Foreign Relations' James Lindsay put the pattern plainly before the visit began: frequent meetings will keep the truce going without producing major new agreements, because breakthroughs need "bureaucratic spadework" that is not being done. Thursday did nothing to contradict him.958
